#MPOC China participated in the 2nd series of the Global Oils and Oilseeds Industry Cloud Conference, a webinar held on 22 March 2021. Desmond Ng, MPOC China Regional Manager, presented a paper on ‘Global #PalmOil Supply & Demand Situation and Outlook in 2021’. The conference was viewed by 90,000 participants within 3.5 hours. A total of 5 papers were presented, followed by a panel discussion with industry experts on major topics influencing the oils & fats market situation.

2021-06-04 19:03:17 Malaysian Palm Oil Exports Performance to Sub-Saharan Africa Region (Jan – Apr 2021)

In the first four months of 2021, Malaysian palm oil exports to Sub-Saharan African registered a volume of 639,012 MT, which is a decrease of 77,500 MT or 10.82 % when compared with the same period of 2020 (refer to Table 1). The major reason for the decrease in MPO exports to the region is because of the lower volume of RBD palm olein purchased by the SSA due to the higher prices of RBD palm olein in 2021

Despite high prices, the import of Malaysian CPO/CPL into the region so far is still higher than last year’s imports.  In terms of product breakdown, CPO/CPL registered the highest increased by 23.71 % from 346,530 MT to 428,676 MT during that period. Despite the rise in CPO prices in the international market in the last few months and Malaysia’s move to resume the crude palm oil export tax at a rate of 8% in January 2021 Malaysian CPO/CPL price is still competitive against other vegetable oils.

In terms of monthly imports, April 2021 was the highest import volume registered by the region so far this year with 194,631 MT compared to 168,569 MT in March 2021. If the import pattern follows last year’s import trend as depicted in Figure 1 below, imports of MPO will increase significantly in the next few months. Countries like South Africa, Nigeria, Tanzania, Benin, and Togo are expected to import more MPO as their current stocks procured towards the end of last year will be depleted and the region’s economic activities will be seeing some improvement. However high CPO price could be a major deterrent that could affect the volume of MPO shipment to the SSA region.

JAKARTA, June 4 (Reuters) - Indonesian authorities have yet to decide on whether to cut their crude palm oil (CPO) export levy, three officials told Reuters on Friday, as the levies remained at their highest for five months in a row, hurting demand.

Indonesia, the world's top producer of the edible oil, raised CPO export levies last year to generate funds for its ambitious palm-based biodiesel programme and smallholder farmer replanting scheme, at the expense of demand.

"It is still being discussed ... the export levy needs a review," Joko Supriyono, a member of the supervisory board of BPDP, the government body in charge of subsidising palm oil programmes, told Reuters.

"(We need to) consider market dynamics but also sustainably support the biodiesel program and replanting programme," he added.

Musdhalifah Machmud, deputy minister of food and agriculture, told Reuters that authorities routinely review the levy but no decisions about cutting levies have been made yet.

Abdul Rochim, director general of the industry ministry said the issue was being debated but nothing had been decided.

The levy was raised from a flat rate of $55 per tonne to a price-dependent, progressive system of $55-$255 per tonne. For June, it was set at $255 for the fifth successive month. (Full Story)

Analysts, traders and trade groups have warned that higher tariffs could impact demand for the versatile oil as consumers look at cheaper alternatives, while farmers say that higher levies lower prices for their fresh fruit bunches. (Full Story)

But Indonesia's biodiesel policy, where it is mandatory for diesel to be blended with 30% biocontent from palm, has helped the country sop up excess supply of palm and has supported prices.

Downstream sector industry groups showed support for a higher levy for palm oil, which is widely found in consumer products, saying it guaranteed supply and higher value-added palm oil shipments.

Indonesia's CPO exports rose 18.7% in March year-on-year, the country's palm oil association (GAPKI) reported last month. GAPKI has not released data subsequent months.
