The history of the University of Finance began on 31 October 1918, when a decree of the RSFSR's Council of People's Commissars of the Soviet Union on the organisation of financial departments at provincial and district executive committees was adopted. The decree stipulated that the employees of the financial departments must have special knowledge, i.e. higher or special economic education. Therefore, in March 1919 the Moscow Financial and Economic Institute (MFEI) was opened under the People's Commissariat for Finance, located in the centre of Moscow, at 12 Tverskoy Boulevard
