Facebook, Instagram and Twitter are currently experiencing outages for thousands of their users right now.

Instagram is reportedly down globally, issues related with Posts & Stories are being reported.

Website crash detection site DownDetector reported the first outages begun to spike just after 3 PM ET.

The European Union is considering the use of assets of the Central Bank of Russia to rebuild Ukraine, but only their possible investment, not confiscation, a senior European official told the media in Brussels.

The option of using the funds, investing them, multiplying, in order to use the proceeds to aid Ukraine is being considered, the source said.

There are certain legal obligations, but this is a regime of sanctions, not confiscation, they specified.

The sanctions regime involves using the funds, but they must be returned in case of a policy change.
