I. Между percent и per cent нет никакой разницы.

Примеры:

Percent:

Per cent:
1. Treasury dealers were left holding 62.3 per cent of the $32bn three-year sale. [Financial Times]

2. It’s been a seller’s market in Greater Vancouver for 55 per cent of the last eleven years. [Vancouver Sun]

В Longman Dictionary of Contemporary English указано, что per cent преимущественно используется в British English. Статистика это утверждение подтверждает.

В Chicago Manual of Style, например, приведен только вариант percent, поэтому ниже везде будет использоваться percent (но во всех случаях замена на per cent не будет ошибкой).

II. В словарях percent часто относят к существительным, хотя это, если вдаваться в подробности, не совсем так.
Строго говоря, percent - наречие (в крайнем случае - имя прилагательное).

Per cent = per, or out of, each hundred

Примеры:

В первом примере слово percent очень похоже на существительное, но его можно переписать так:

Thirty out of each hundred students failed the exam.

Слово percent - очень удобный и лаконичный способ сказать то же самое.

III. Будем консервативно считать слово percent НЕ существительным. Тогда тот факт, что в форме множественного числа никаких окончаний к нему добавлять не нужно, не покажется удивительным.

Примеры:
1. One percent of the population decided to ignore the election.
2. Fifty percent of the population are reported to earn over $50,000 per year.

IV. Слово percent используется только после чисел (5 percent, 10 percent etc.)
В остальных случаях правильно использовать percentage:

Примеры:
1. A high percentage of university students work part-time.
2. Tax is paid as a percentage of total income.

V. Вы, наверное, обратили внимание, что глагол после fifty percent of/a high percentage of + plural noun тоже принимает форму множественного числа.
