Директор ФСИН подчеркнул, что это нельзя сравнивать со стройками ГУЛАГа. ЗК смогут проживать в общежитии или снимать квартиру, будут получать достойную зарплату. Работодатель может предоставить им условия для проживания с семьей. В нынешнем году число заключенных в России сократилось до 483 тысяч. Для сравнения в 2010 году их было более чем 860 тысяч человек.

В преддверии возможных волнений, арестов и посадок выиграют все, кроме приезжающих на заработки из-за границы. Работодатели и государственные стройки получают экономию. ЗК получают лучшие условия содержания + шанс на досрочное освобождение. ФСИН и иные силовые ведомства - возможность улучшить статистику, ведь подобных работающих "химиков" явно не будут включать в статистику заключённых в лагерях.
